What the bill does

  1. 1

Federal antitrust enforcement against consolidated meatpacking, seed, and retail grocery cartels that squeeze farmers and inflate food prices.

  2. 2

Designate domestic agricultural land and aquifers as strategic national assets.

  3. 3

Bar sovereign wealth funds and Wall Street syndicates from speculative farmland consolidation.

  4. 4

Eliminate Section 1031 capital-gains deferrals, depreciation write-offs, and federal farm subsidies for institutional investment funds, private equity syndicates, and sovereign-backed buyers owning more than 1,000 acres of agricultural land or controlling water rights.

  5. 5

Impose an escalating 50% federal windfall excise tax on non-transparent retail grocery markups and concentrated meatpacking margins exceeding 15% above 5-year pre-inflation baselines. The blueprint does not specify an escalation schedule.

  6. 6

Disallow corporate tax deductions for M&A within consolidated agricultural and food-distribution sectors.

  7. 7

Strengthen Packers and Stockyards Act enforcement against price discrimination and retaliatory contract cancellation, and bar sovereign wealth funds, foreign corporations, and domestic institutional investment trusts from acquiring agricultural titles.

Why it matters

Serbia's student movement connected agronomy, chemistry, and trade students with family farmers in Vojvodina around protecting agricultural soil and resisting concentrated control of food markets. That alliance challenged the supposed divide between urban students and rural producers. The U.S. adaptation brings together family farmers facing concentrated seed, fertilizer, and meatpacking buyers with consumers facing grocery costs, while protecting agricultural land and freshwater aquifers from institutional and foreign hoarding. Land-grant students, farm unions, and livestock associations share an interest in transparent prices, independent production, and stewardship of essential resources.

The legislative blueprint

Phase 1 — House Floor Forcing Function (Spring 2029)

  • Rules Package Lock

Seek a pre-scheduled, standalone, unamendable roll-call vote under Section 5 ("Orders of Business") of the 121st Congress House Rules Package (H.Res. 5) before April 15, 2029.

  • Agrarian-Consumer Convergence (360+ Vote Target)

Unite farmers concerned about seed, fertilizer, and meatpacking concentration with urban and suburban consumers concerned about grocery prices. The proposed coalition connects ag-belt and rust-belt Republicans protecting independent farms and American soil with working-class Democrats challenging retail price-gouging and food deserts. The blueprint targets 360+ House votes followed by Senate Rule XIV calendar placement. These are political targets, not recorded actions; placement would not itself bypass a filibuster.

Phase 2 — Bypassing the 60-Vote Senate Filibuster (Two-Track Pincer)

  • Track A — 51-Vote Budget Reconciliation (The Financial Disincentive)

The proposed 25-member Accountability Caucus conditions budget-resolution votes on instructions for farmland tax/subsidy disallowances and the agribusiness anti-gouging surtax. The expanded design applies the land-related disallowances to institutional funds, private equity, and sovereign-backed buyers above 1,000 agricultural acres or controlling water rights, including the proposed loss of USDA crop-insurance subsidies. Its 50% windfall tax targets covered markups/margins exceeding 15% above 5-year pre-inflation baselines. It aims to discourage institutional holdings and open opportunities for independent farmers, not guarantee forced liquidation. All measures require enactment and Byrd Rule review.

  • Track B — Must-Pass Farm Bill Base Text

Using its proposed 3 blocking House Rules Committee seats, the Caucus withholds a Farm Bill floor rule unless the base text includes strict Packers and Stockyards Act rules making price discrimination and retaliatory contract cancellation federal offenses, plus strategic designation of agricultural topsoil and primary freshwater aquifers. The proposed title-acquisition ban covers sovereign wealth funds, foreign corporations, and domestic institutional investment trusts. The Caucus pledges to oppose the Previous Question and conference reports stripping these provisions, using agricultural credit, crop insurance, and nutrition-program stakes as leverage rather than assuming Senators must support the bill.

Phase 3 — Appropriations Enforcement & Mezoplenum Field Pressure

  • Agriculture-FDA & FTC Limitation Riders

The blueprint seeks an Agriculture, Rural Development, and FDA appropriations rider: "None of the funds made available by this Act may be used to grant federal inspection marks, USDA marketing orders, or federal loan guarantees to any meatpacking, poultry, or seed corporation found to control more than 20 percent of national market share, nor to disburse federal farm assistance to any entity owned by institutional investment syndicates or foreign state-linked funds." This is a proposed funding restriction, not current USDA or FTC policy.

  • Rural Mezoplenum Tractor & Campus Audits

If a Senator threatens to stall the bill, the blueprint calls for joint Tractor & Campus mobilizations: land-grant agriculture, economics, and chemistry students work with family farm unions and livestock associations. Public grocery audits outside state offices and retail locations compare payments to local ranchers with retail prices, supported by county-level news and radio coverage. These are proposed accountability activities, not a finding that any named Senator or business committed wrongdoing.
