What the bill does

  1. 1

Independent contractors, perma-temps, or adjuncts working full-time-equivalent hours for 12 consecutive months must be converted to permanent employees with full benefits.

  2. 2

Mandatory severance and retraining contributions from corporations automating entry-level white- and blue-collar roles.

  3. 3

A 30% federal payroll excise tax for corporations retaining full-time-equivalent 1099 contractors, staffing-agency temps, or university adjuncts beyond 12 consecutive months without permanent W-2 conversion and full benefits.

  4. 4

Disallow corporate deductions for AI software and hardware capital expenditures when a firm makes net entry-level workforce reductions without funding mandatory severance and retraining trusts.

  5. 5

Make permanent conversion and audited AI labor protections mandatory compliance standards for federal contractors.

Why it matters

Serbia's perpetual three- and six-month temporary contracts kept young people, teachers, and municipal workers dependent on renewal: joining a strike or skipping a party rally could mean losing their job. Point 8 demanded permanent contracts after 12 months. The U.S. adaptation targets a different machinery of dependency — the 1099 independent-contractor loophole, staffing-agency perma-temps, university adjunctification, and AI displacement that strip young workers of healthcare, benefits, and bargaining power. It connects students and adjunct faculty with logistics, healthcare, trade, gig, and entry-level technology workers around permanent employment and protection from unfunded displacement.

The legislative blueprint

Phase 1 — House Floor Forcing Function (Spring 2029)

  • Rules Package Lock

Pre-scheduled under Section 5 ("Orders of Business") of the 121st Congress House Rules Package (H.Res. 5) for a standalone, unamendable roll-call vote before April 15, 2029.

  • The Working-Class Wedge

The proposed coalition challenges the Chamber of Commerce hold over working-class Republicans while putting corporate Democrats on the spot. Building trades, logistics workers, rideshare and gig drivers, adjunct faculty, and entry-level coders threatened by AI unite around the bill, raising the political cost of a No vote in industrial red districts and university blue districts alike.

Phase 2 — Bypassing the 60-Vote Senate Filibuster (Two-Track Pincer)

  • Track A — 51-Vote Budget Reconciliation (The Tax Hammer)

Using its proposed 25-vote House pivot, the Accountability Caucus embeds the 12-Month Conversion Surtax in the annual Budget Reconciliation bill. Corporations or universities keeping full-time-equivalent workers on 1099, temp-agency, or adjunct contracts past 365 days face a steep, escalating excise penalty designed to exceed the cost of permanent W-2 healthcare and retirement benefits. An Automation Displacement Tax on corporations automating entry-level white- or blue-collar roles channels revenue into a federal Worker Retraining & Severance Trust.

  • Track B — Must-Pass Legislative Trains (NDAA & Federal Procurement)

Attach the statutory 12-Month Conversion Rule and AI Labor Guardrails as mandatory federal contractor compliance standards inside the National Defense Authorization Act (NDAA) and FAA/Surface Transportation Reauthorizations. The proposed procurement blockade bars defense, tech, and infrastructure firms from bidding on federal contracts if they use perma-temps past 12 months or deploy unaudited mass AI layoffs.

Phase 3 — Appropriations Enforcement & Mezoplenum Field Pressure

  • Labor-HHS-Education & Defense Limitation Riders

Using its proposed 3 blocking seats on the House Rules Committee, the Caucus attaches limitation riders to annual appropriations bills: "None of the funds made available by this Act may be awarded by contract, grant, or subsidy to any corporate entity or institution of higher education where more than 10% of the workforce is classified as temporary, adjunct, or independent contractor after 12 consecutive months of service."

  • Joint Campus-and-Labor Mezoplenum Strikes

Point 8 connects university students and adjuncts with unionized logistics, healthcare, and trade workers in the Mezoplenums. Under the blueprint, attempts to strip Bill 8 in committee trigger coordinated picket lines and public contract audits across the Senator's home-state universities, hospitals, and shipping hubs.
