Congress.govWhat the bill does
- 1
Redirect federal tax incentives away from stock-buyback conglomerates.
- 2
Fund regional university-to-startup incubators, independent domestic manufacturing, and small family farms.
- 3
Public R&D grants must yield public equity or domestic job guarantees.
Why it matters
Serbia's students rejected an economy built on cheap exploited labor. The U.S. version makes public money build productive capacity at home rather than finance buybacks.
The legislative blueprint
Phase 1 — House Floor Forcing Function (Spring 2029)
Rules Package Lock
Pre-scheduled under Section 5 ("Orders of Business") of the 121st Congress House Rules Package (H.Res. 5) for a standalone, unamendable roll-call vote before April 15, 2029.
The Populist Wedge
Framed on the floor as "Main Street & Family Farms vs. Wall Street Stock Buybacks" — splitting the establishment donor class from rank-and-file lawmakers and uniting rust-belt and agricultural Republicans with pro-labor Democrats to clear the House with a 320+ veto-proof margin.
Phase 2 — Bypassing the 60-Vote Senate Filibuster (Two-Track Pincer)
Track A — 51-Vote Budget Reconciliation (The Fiscal Core)
Because Point 7 re-allocates tax incentives and federal outlays, it is custom-built for the Byrd Rule. The 25-member House Accountability Caucus withholds its votes on the annual Concurrent Budget Resolution until the reconciliation instructions strip R&D tax credits and capital-gains loopholes from corporations conducting stock buybacks, automatically redirecting those billions into direct outlays for regional university-to-startup incubators and independent domestic producers.
Track B — Must-Pass Reauthorization Train (The Structural Guardrails)
For non-budgetary provisions the Senate Parliamentarian might flag under the Byrd Rule — mandatory public equity warrants on federal patents, strict domestic job-retention covenants — the Caucus attaches them as inseparable riders to the NDAA Defense Industrial Base Title, the CHIPS/Science Reauthorization, and the Rural Development Title of the Farm Bill.
Phase 3 — Appropriations Enforcement & White House Insulation
CJS & USDA Limitation Riders
Using the House Rules Committee blocking seats, the Caucus attaches limitation riders to the annual Commerce-Justice-Science, Defense, and Agriculture appropriations bills: "None of the funds made available by this Act may be disbursed as a grant, loan, or subsidy to any corporate entity that has executed a net stock buyback or net domestic workforce reduction within the preceding 36 months."
Mezoplenum Field Pressure
Whenever a Senator on the Commerce or Agriculture Committee threatens to water down the independent producer grants in conference, the local land-grant university plenum and regional trades and farm unions hold joint press audits outside the Senator's home-state offices, exposing every dollar that Senator took from multinational corporate PACs over local producers.
